This project is located in Jianwei, Leshan City, and is part of the Minjiang Jianwei Hydroelectric Hub Project. Its main purpose is to protect fish species in the Minjiang River Basin. The project includes an ecological fishway designed to facilitate fish migration and maintain ecological balance. The Fishway Observatory, situated adjacent to the ecological fishway, provides an opportunity for the public to observe fish migration and serves as an educational hub.

The Fishway Observatory serves not only as a functional structure for monitoring fish migration data but also as a multifaceted building, encompassing data collection, visitor experiences, learning, education, and tourism. The architectural design incorporates elevated levels to create a floating architectural effect, attracting attention from afar. The building comprises three levels: an underground floor for fish monitoring and education, a ground floor providing outdoor activities and relaxation spaces, and a second floor serving as an auxiliary area, housing a sand table exhibition and resting areas.
